That establishes a navigable social space rather than a conventional menu alone, but it does not establish a player cap, every room, minigames, vendors or aircraft display functions.

Treat the base as the pre-sortie layer of Ace Combat Online. It may matter to players who value social presence and avatar expression, but the confirmed benefit is access and gathering—not a promise of a full open-world hub or a separate single-player base-management system.
